IPv4 addresses are a finite resource allocated to us under ARIN policy, and that allocation carries an obligation to assign addresses only where there is a documented technical need. This is not bureaucracy we invented.

Why we ask what you need an IPv4 address for. Required by ARIN practice, and the reason we do not oversell addresses.
Valid reasons include SSL termination for distinct hostnames where SNI is unsuitable, separate mail reputation, protocols that cannot share a port, regulated separation of services, and dedicated game or application ports. Wanting a spare is not a justification.
A routed IPv6 /64 is included free with every service and additional blocks are free on request. Where IPv6 will do the job, we will point you at it rather than consume an IPv4 address.
We retain justification records for each assignment as required. Addresses assigned for a purpose that has ended may be reclaimed with notice. When our pool runs low you will see a waitlist rather than an oversold assignment.
